Abstract
The Inclusive Education Programme (IEP) for Special Needs Student (SNS) was started back in 1987 under the administration of the Ministry of Education. In 2013, it broadened after the establishment of Malaysian Education Blueprint in October 2011. Was the programme succeed? The issue found was about the teachers’ problems in implementing the teaching and learning during the IEP class. The aim of the concept paper is to investigate and to know the factors that affect the problems that happened in the IEP programme classes that lead to the need for resource teachers. Four main problems that have been identified are the pedagogical knowledge, guidance, attitude and teachers’ workloads. Based on the problems, the writer suggested that researchers need to be done to explain the need for resource teachers in IEP classes. By placing resource teachers in IEP classes it is hoped that all of the problems can be solved. The research outcome stating that the IEP programme will be a success if the programme is planned carefully by the Ministry of Education and implemented by the help of resource teachers.
